I will be contacting Devs, it clearly shows that you accepted the offer of me making transfer @ 04:30. I do not feel transferring is wise until you respond. Unfortunately I have to sleep soon and will not be able to complete transfer until I wake up around 2P EST. If need be i will offer 4.61b, but I do not think I should have to. Please reconsider my original offer.

I'm sorry if there's any misunderstanding since this post is standing at 5b for b/o, not a price start for bid. So, u offered me 4.5b and I accepted, doesn't mean I have to sell it to u, I still have my own choice to sell it to someone who can give me a higher offer until the price is the closest to 5b or even more. And while I'm waiting for u to pay, I didn't edit the post as "sold", because I haven't seen your payment yet, isn't it? As a seller, I do think I need to protect myself as well. What if u retract when I just refused someone bought me a higher offer?
I'm new for sell, so maybe I didn't outline some clear conditions, but indeed I will for next time. If u still interested, I will accept 4.61b. Otherwise, this will be reserve to Tina Panala since Tina got the higher offer than your original one or will sell to someone else who gives me a better offer than u two. This is a quick sale, that's why I title the price as "lowed".

As explicitly stated in the Character Bazaar rules:
Agreements on the forums or in game, or winning an auction does not guarantee a character will be transferred to you. The seller may choose to renege on a deal at any time, prior to the transaction being completed.
The above mentioned rules also state the following:
The ISK that a buyer sends when attempting to purchase a character is considered to belong to him until such a time as the character being purchased has been delivered to the account of his choosing. If the character sale is not completed, the ISK must be returned in full to the potential buyer.
Those two statements combined make it absolutely clear the seller can change their mind about the sale even if Isk already have been transferred, provided that those Isk are returned forthwith. This way both seller and buyer are protected.
Just so there can be no misunderstanding.
