Now you're in a player corp and happy as pie with your HAC then management of the corp changes, the corp rules somehow become untenable for you and you leave the corp and get popped into an NPC corp. Now you can't use your HAC (or whatever other ship you might equate to a barge). Still OK with you?
make a one man corp. all you need is level 1 of a rank 1 skill and some amount of isk that should be trivial to anyone with a barge or T2 ship. no one will wardec you unless you've done something like macro mining or massive amounts of griefing.

how can there be politics in a one man corp?
the multi-account isk farmers are much more of a problem than completely automated macros, and no reasonable in-game mechanics change would fix that. CCP needs to start banning the accounts.

Being in a newbie corporation is not 100% safety. The only 100% safety is to literally never leave your starting station. So, there's another of your arguements down the tubes. I wonder if you'll ever come up with a valid one. I'm not holding my breath.
a macro mining apoc in a newb corp is as close to 100% safe as it can get.
