id start by maxing out your learning skills..
then work on engineering/cap skills to keep everything running nicely as well as navigation skills to help you sustain a MWD/afterburner without running out of cap.
generaly as a tackler speed is your defence so not much tanking is needed only good nav skills, these are easily achieved then you can work on tanking later and mabye get a AF.

okay here my advice
1) learning Should be a pre-requisite of any career, the short term benefits are non-existant as they take ages but in the long term you will see skills progress very nicely indeed
recommend : adv lvl 4
2) engineering This section is a neccessity for pvp'ers you need to get your shield and armor skills up to be able to last a fire fight long enough to kill your enemy
recommend : all basics to lvl 4, specialist skills to 4
3) missile/gunnery You havent stated here what you will be going for, but i see you have started your gunnery skills, have a think about what you want to do (long range close range) and then train accordingly.
recommend : all basics to lvl 4, specialise in chosen area to lvl 4
4) navigation critical if you want to use frigs and very helpful for getting your big ass BS around the battlefield.
recommend : lvl 4 all round.
5) drones your best friends in combat, these can help you out in very sticky situations and can prove to be the end of your enemy when used right.
recommend : lvl 4 all round
6) spaceship command the higher this skill the better your ship based bonuses will be, all higher skill allows you to use your ship better.
recommend : lvl 4 or as high as you can stomach.
7) electronics usefull in any situation, electronics should be trained high enough for you to be able to use any EW mod required for the job
recommend : lvl 4
as you can see lvl 4 is king, generally follow this rule of thumb, train to lvl 4 to be able to use something, train to lvl 5 to be able to use it well.
I can only stress the importance of learning skills, believe me.

Learning skills to level 5, adv. learning to level 4.
Engineering: Energy Systems operation and energy management are really really wonderful skills, you will never regret training them to 5.
Shield management and shield operation are also very useful if you shield tank, but you look like a gallente, so I'd go with getting Hull Upgrades nice and high, and aim for tech 2 armour hardeners.
Navigation, Spaceship command and evasive maneuvering are also very valuable skills.

Everyone says advanced lerning skills first but i disagre it will take to long and people will lose patcince. train the atributes your going to be be using to 4/5 whatever you can be bothered with. when you start geting to the time where your traning lvl5 skills it probaly worth investing some time in adv lerning skills but not till then.
