Using my own API, or the All 5 choice, doesn't help with that.
EveHQ allows you to manually set skills up or down, pretty sure that EFT does as well (though I haven't used it in years)
You could just manually set a dummy toon to work with the required skills for X cert in EveHQ, but to my knowlege there is no fiter that works on certs. |

You can do both with EveHQ
If you have your new guys send you an API with the character and training queue you can do it on a case by case. Or just makes an untrained character in a blank slot and putz with the skills from there. |

Ones it is done, you add the skillplan on your main toon and vola.you have the missing skills and time how long it will take to train those..
Sounds little complicated but ones you get the hold of it it takes less than 5mins to do this. If you have the fit ready.
Like I said, one button in EveHQ, you can set the skills in the fitter and make a queue in the skill planner, no import exporting required.
It also has evemon and EFT import export ability. |

Agreed if you use certs you will have people training 6 months for simple crap like intercepters (which I think recommends at least advanced nav).
The certs are basically garbage, AND they miss things that you really need. Take a recon, if you want to use a lach or a huggin you MUST have AWU V and RECON 5 to fly it properly. You aren't going to get that out of a cert, or Ishtar which requires HAC V to have its full drone bay (I know that is going away).
Basically there is a lot of fluff i.e. tactical shield manipulation, that you don't want in every cert path.
Take elite amarri turrets, it requires T2 in all turrets, I have amarr BS5 and NEVER had a reason to train up beams, so I have large energy turret V but didn't waste the time training up beams, that I have never been asked to fly, or even wanted to.
That is the issue with the certs. |

That was going to be my suggestion. Awkward but more or less foolproof. I've just never had great luck with EveHQ.
Never had a real issue with it, I've had to port it between computers (you are talking hundreds of fits) and whatnot, I haven't seen an error in forever. |
