Mix/match the lows til you are comfortable with the recharge rate vs. damage. You should get around 17000 shields with a 788s recharge rate with that setup, for a peak recharge of around 50-something hp/s an XL booster gets you 110 hp/s or so but doesn't run forever and doesn't give you that big buffer, and doesn't let you run as many damage mods, and doesn't let you fit heavy nos and sieges. When shield relay IIs come out, you will PWN.

hmm....
1) why would you not use hardeners to match the dmg types of the NPC you are fighting?
2) since when does a booster setup stop you from fitting sieges and 2 x heavy NOS?
3) take advantage of passive hardeners if you are having fitting problems, they are pretty sweet when combined with the new skills
my NPC setup (angels)
6 x arb siege, 2 x heavy diminishing 1 lrg TII booster, 2 x amps, 1 TII kin hardener, 1 TII exp hardener, 1 painter 3 x TII PDU, 2 x TII BCU
(pretty sure thats right tho i might have been running a faction passive exp hardener, i'm not at home right now)
i've never really figured out why anyone(i know you didn't just in general) would fit a XL booster for NPC'ing....especially a C5-L that thing is horribly cap inefficient and its not needed against rats, a TII lrg combined with the 2 x amps repairs 100dmg/sec and i can run it for a long time, a VERY long time if i can the NOS on a target. i would only use a XL if it was faction, in PvP, or possibly some complexs. use the pg/cpu you save by going with a lrg booster and fit more NOS or better hardeners....you should be able to go with another BCU if wanted on my setup if you have advanced weap upgrades trained up high.
don't get me wrong, your passive setup has its uses, would probably be good to tank a cruiser spawn for a mining op, but i've tried it chaining triple 1.5-1.8mil BS spawns and i much prefer the booster setup, the passive setup slowly wears down over time when chaining....
