There should always be a big gap between powerful players and cannon fodder. Since there are more and more people reaching lots of skill points, there need to be a new way to limit them from oversaturating the powerful player minority group. Else it just wouldn't be a minority anymore, it'd ruin the fun for everybody.
So, to keep the number of truely uber people small, we use ISKs - raise the price of all t2 ships and rare modules. Now many people may have the skill points, but they won't have the isk to use them.

That's fine and dandy face, but that gap should NOT be partly defined via the disaster CCP created known as the T2 BPO lottery.
edit: And what kind of BS are you spouting about price affecting it? You say that as if there aren't people who've started EVE as a miner or trader, and had 2-300mil ISK within a month or so. Really now, having the skills and not affording it... like those people who are bulldozing lvl 3s solo in a BS/BC in a month or 2, or teaming on 4s can't afford to buy T2 items at their over inflated prices.

It works for me, I don't see a reason to complain about BPO lottery

Agreed.
When I first started playing, there were rarely 10k people on line at any one time. Now there are rarely less than 15k.
The people with skills to fly AFs and HACs used to be small. Now they are a lot more common, with most people wanting to be able to fly them.
If the number of BPOs is the same, and the demad is rising, then inflation, of an already massively inflated item is inevitible.
So, perhaps CCP, you might consider seeding a few more BPOs for the more sought after T2 ships and maybe items, to prevent them becoming so elite, that a large number of players will simply never have a chance of using them

That's the point you dummy - they are supposed to be rare and used only by the elite! They aren't supposed to be used by every other player.
The few elite must remain few, keep the balance of power.

then you get a bunch of guys with the skillpoints and isk to fly them but who actually don't know how to fly them in a straight line.... _________________________________ just because you are not paranoid doesn't mean i'm not following!

You do realise that to many people your post will read.
"It is getting to the point where more than 10% of the population can use tech II equipment in combat. This is wrong as only those who have been in the game since launch should be able to do this"
Really tech II ships are just enhanced version of tech I nothing more nothing less. Your "Elite" status should come from your reputation not from the kind of hubcaps your ride has,

Prices are actually DOWN now. Not up.

Just who are these elite?
Are you elite if you had happen to join a corp that owns the bpo?
Are you elite if you join a 0.0 corp and spend lots of your time mining zyd, or running highend complexes?
Are you elite if you become a forum hero, or gain notirity in the game because you talk alot, or gain a nice kill count?
What defines 'elite'
Tbh if there is such a thing as 'elite' i fail to see what it has to do with owning stuff that comes in content upgrades in the game.
And no... please don't try and tell me i should be content as a player of two and a half years ago with what i had back then, because a chose not to gain notirity in the game, or reside in 0.0 space getting fat on zyd, or highend npc instances.. or choose to go around fighting in pvp....
CCP inovate their product with content upgrades, if they didn't it would die over time.
If your of the opinion that people should be denied that content because there not 'elite' then your an .....

in a totally PVP centric mmo you have to carefully balance this so called gap, while giving the T2 users an advantage you also get give them an unlimited own-moble even if they screw up. however one upside to still flying my kessie is that if its blown up i havent lost anything i cant afford to refit in a few minutes.

i'm gonna have to give up on hacs i think, they are just murder to get hold of atm. i did a few region checks for an ishtar and it seems the norm that 140+ is asking price.
maybe they were this expensive in the first place and the price has just come back around, but as the OP said each and everyday a few more players get the hac skills so demand has naturally increased
