I still kinda love blasters myself, i used to do rails way back when, but somerthing about blasters really = cool, especialy now that mediums are *****ble.
My current post RMR setup is only a bit different from my old pre RMR (actually much older than that as i havn't played for a long time prior to RMR), the lows may not be 100%, and really is the only area I am trying to tweak right now. Mostly untested (unless you count a gate gank I got sniped in where i didn't even have time to blink after being locked before I was into hull).
mostly tech I setup (cheap and effective, and won't be a pain to replace), for this you will need fairly rax/gallente specced skills, namely level five in the three main fitting skills, Gal cruiser (for the MWD and medium hybrid bonus), and a minimum of weapon upgrades 4 (preferably five). Of course theres more to it than that, suchas good cap skills drones and gunnery in general, but yeah...

1x MWD 1x 7.5KM scramble, (with the right fitting skills you can do a 20KM, but might need to shuffle you low slots a bit to make it work as you run into CPU problems easy on a rax now that medium blasters are available, so make sure you work on Weapon upgrades 5 to stand a chance of fitting one without the shuffling though!) 1x Webber
1x Tech II medium armor rep (the only tech II mod on this setup) 1x 2x active hardners (my passive skills are not up to snuff yet to top the tank of two actives). 1x Active or Damage mod (Ie either a third active for that all over tank, or a damage mod, assuming you can find stuff that fits as things get tight about here). 1x 20% Cap power relay (first thing I'm hoping to swap out if once i get passives trained up nice).
5x Medium drones of choice, or a mix of lights and mediums. Type doesn't matter except for what damage types you wanna do etc.
I also plan on experiementing with the new ewar drones and tacking drones to see if i can free up mids, or whatever to get a little jamming ability added in there to really scare solo targets of oportunity.
Against anything thats not a HAC and around cruiser sized, once your within about 4KM, the fight is over and in your pocket assuming you get thier alive, with cap, or not facing something equaly or more badass at close range. With maxed medium hybrids and some other gunnery skills trained at least to 3-4 (surgical strike, motion prediction, rapid firing, and controlled bursts), you would sling out damage that range from the high forties on a weaker hit, to 150+ on the aimed shots, with the trinaing these come often and with rapid firing they come FAST. you can melt a 1.3 mil bounty rat in under 25 seconds or less once your within 5KM or so WITHOUT drones...
The drones make for superb frig distractions unless maybe it's an inty or AF...
I wouldn't really say this is the best for killing Tech II frigs though, I think a setup with a longer range scramble (20KM), and the ability to track and hit a fast frig at 10M+ plus drones is key to really winning against one solo... Which means 150MM's (small) are probably best for that... But I loath giving up my medium blasters now that they cook with gas.
