crews should INCREASE ability, not make you suffer a penelty for not haveing them. i already payed 60 million for my battleship, i shouldnt have to pay ANOTHER two million a week just to fly it.
crews should simply be new module that gains experiance.
would be a nice addition.

1) Some key officers on your ship would be NPC characters. They have various experience variables. You would assign your NPC officers to different positions based on their skills. Some NPCs would be "owned" by the company, some would be your own. Fail to please them and they'd walk away in the next station.
2) Most of your crew would be just "crew units", with a single experience variable. Minmatar, Gallente, Caldari and Amarr crews would all yield different bonuses. It would, for example, make sense to have Caldari weapons crew, Minmatar engineers, Gallente scientists and Amarr.. well, I'm sure there would be a good role for them too.
3) Having a good standing towards your NPC crew and crew unit factions would correlate with the performance of the crew. Also, if your ethnic relations skill was low, it would make more sense to have a crew consisting of only one faction.
4) You would need to communicate with your crew about their needs. Some modules on the ship could be to satisfy crew needs, nothing more, like an entertainment center. Some modules or cargo on ship could also upset some crew or NPCs.

Some futher good idea - and i'm still enthusiastic for this!!
still think we should have CREW slots (1-8 boxes running on the side of the same screen as is currently used for fitting.
frigate == 0-1 crew cruiser == 1-4 crew battle == 4-8 crew
each "crew" module has skills which increase (like concord rating - dependant on use) so they can be traded :)
different types of crew can learn to do different things - things like engineering crew give bonus to CPU and power, gunnery crew give bonuses to RoF or tracking, ECM crew, powerplant etc etc etc....
i think that some "micromanagemtn" is needed - each crew slot uses up x items for every week - or things like that.
and i think that the crew should be always filled up - there should be "basic crew" who use up minimal pay, but provide no bonus other than filling up the crew slots:
i loved the idea - if the required crew is not met, the ship works worse. if 100% of crew is missing, the you get -50% to everything... and it goes on from that.
so if you have 100% of your crew "basic crew" then the ship operates "as advertised", but better crew gives advantages - mixed with better modules and you get some kick ass ships.
if you want to fly around in a battleship, you SHOULD have to pay all the additional crew costs - while a frigate is damn cheap to operate, especially those little ones (like noob frigates) than ONLY require the pilot - hence no crew and no additional costs)

NA, That would take away a slot and can you imagine coming up to a gate and pirates take your ship away and your in a pod... You would hate this once I take your Raven away.

Evildoomer - when we say crew slots/modules... we mean that there should be an extra goup of slots called CREW.
(ie, High-med-Low-Crew)
this is to add some more flexibility/customisability to your ships - not take any away
although it is to make running bigger ships more expensive. :)
we want to see more frigates and cruisers, and less battleships -----
