I am on holiday and using a laptop to play so I am not using a mouse but I cannot find anywhere on the eve website where it says what keys do what! Any help?

Are you looking for /slash commands? 
You can see keyboard shortcuts (and change them to your preference), after hitting ESC and making the available changes...

Eve is basicly not playable without a mouse. While there are a few keyboard shortcuts most things requier a mouse.

But is there a way to manually steer the ship w/o a mouse?

All keyboard shortcuts are in the ESC menu, under Controls.
And no you can't steer without a mouse. - Proud member of the [23].

Actually, not all of the commands are listed in the ESC menu, just the really important ones. CTRL-F9 to hide the GUI is not listed, as is holding CTRL+ALT while in space to bring up a zoom window. I would be very much interested in a list of these "undocumented" commands, if anyone has a list.

Aren't those listed also? I'm pretty sure last time I looked it even had ctrl-alt-shift E and T also. - Proud member of the [23].

It doesn't look like there are, but are there any keyboard shortcuts that enable to to target the nearest enemy, cycle through targets, lock nearest enemy - that kind of thing. I find that the overview sometimes moves things around on the list whilst i am in mid click, and tyring to click the target icon in space can be difficult too, if there are multiple enemies really close to each other... -- Newb-extra-ordinaire

The overview does move around while midclick, but only if you sort by range, IIRC.
And no, no cycle target buttons. - Proud member of the [23].

Don't laptops have a mousepad, or nub, or something built into them? I would think that a laptop capable of running eve's got to have a mouse-like thing somewhere.
