Make pay-per-use Jump bridges in 4 border systems in empire. (isk sink!)
Give weapon slots the ability to mount 2 guns in 1 slot if it's 2 sizes lower.

Gatecamp busting smartbomb, that instead of causing damage throws all the ships in a 20k radius in random directions while covering them in speed nullifying "glue", causing a 75% speed reduction that can only be removed in a repair shop. (The attacker fleet also suffers the same effects) imagine the chaos.It would totally change the mix of ships in a camp.

Meta 2 Neutron blaster tracks better but does less damage
Meta 3 Neutron blaster does more damage but has a laughable optimal
