Exactly what I'm going to try once I get back from work. I have min cruiser lvl 5, and in 3 hours gall cruiser lvl 3 but with potentially 5 medium blasters to maintain cap is going bye bye very quickly (controlled burst needs some love).
A corp mate has had a fair amount of success using a rax with medium cap injector (with 800's) so I don't see why it wouldn't work on a vigilant - it's just a matter of squeezing it all in!

The Deimos and the Vigilant need some extra grid, and the Thorax to a certain degree. Even with maxed out fitting skills and implants, these ships are tough to fit - always have been. Other side of the coin is the DPS that they can potentially deal out is very high, once in range of course :)
I personally have Gallente Crusier to LVL5 and Minmater Crusier to LVL4, using a Medium blaster setup and a tracking disrupter for the forth slot, I am not getting any cap issues. I have played with a named heavy missile launcher, interesting results, but feel that 5 blasters is better than 4 + 1 heavy launcher.
I am training Precision Missiles currently and may have a different opinion about fitting a heavy launcher, but for now 5 T2 Heavy Blasters work very well on this ship and remain part of my recommended setup.

Ive had my eye on this ship for quite some time and have spent many an hour thinking about what kind of setup i would use. With the bonus's and the extra 4th slot it puts a new perspective on things. Only thing im wondering is why have the tracking disruptor? I would think that since your already fairly close due to your blaster range and have the mwd turned off, they would be hitting you anyways. Would/does the tracking disruptor make that big of a difference. With that module on the ship, what kind of victims are you aiming for?
I still have a strange attraction to that setup w/ the cloak.....hehe

This is my setup. I use it for PvP mostly, well always. It hasn't let me down yet.
Highs: 3xModal Ion Particle Accelerators, 2x Med Nos.
Mids: 1x AB (as I still have not trained up MWD ) 1x 7.5k Scrambler 1x Multi Spec Jammer 1x Webber (which I sometimes swap out for another jammer or whatever)
Lows: 1x Stabilizer 1x Small T2 Armour Rep 3x Active Hardners.

Pretty solid tank, decent damage output, and a cap booster. It's a bit too CPU tight to fit EANM IIs instead of Is, but a bit more training in weapon upgrades should allow it. With AWU 4 you may even be able to lose one of the EANMs to fit a 400mm plate, which should increase survivability.

I personally have never flown a vigilant so this is all theory are heresay from me at this point. Hower I think this setup would work well, a doubl rep setup with good resistances should be able to tank most cruisers and probably a few BCs, the cap injector makes it nearly nos proof when fighting BS, and the un modded blasters still do decent damage.

my aim with this ship was to use the 4th mid slot to overcome the cap problems blasterboats often face when getting into range and tanking. while i'm happy with the outcome the damage just doesnt feel as good as i'd like from a blasterboat. also i made sure i had a half decent tank on, she's just too pritty for me to fly in my normal wreakless way .

kicks out 448 raw dps on void or 358 on null. with no plates she keeps her agility and kicks out 1.7km/s with the mwd. the cap booster with 400's is better than an 800 charge when under heavy nos, more chance of u useing the cap. did a lot of maths comparing 200's, 400's and 800's. to run the rep and the guns the 400's come out on top when pited against heavy nos situations. she can fit 2 400's in the booster and 6 in the cargo. maybe more if u use a small container. but having the 3 ammo types doesnt leave much room for cap charges 
she's got the EAN's on at the mo, that was before the blaster buff. i quite like the EAN's cos they give great resistances with the new armour skills and ure armour is nos proof so u dont turn to mush if ure cap dies. the t2 hards now fit and give better resists, its a good option but i'm not sure if i'm gonna swap over yet.
i've not done much pvp with her, but when i have taken her out she's performed very well. first outing was after loosing a mega in a cap ship battle. managed to get back in my vigi and bag a few stragglers before we focused on the last cap ship . learnt the hard way that u cant cram ure cargo full of ammo and do an ammo swap. u need to leave a bit of room free .
all in all she's a wonderfull ship. just how i imagined the rax to work. i dont have access to the deimos yet, and unless she gets a good buff i dont think i'm gonna train for her. the vigi gives me a nice expensive toy to play with when i know what were up against. i just wish i had the cash to burn so i could take her out more often

IMHO : Train Minmatar Crusier to LVL4/5 to fix the cap issue and/or high speed maneuvering to LVL4/5.
With regards to tactics, lock target, approach with MWD, release drones, web, scram, switch off MWD (because ya sig radius will be the size of a planet) and activate main weapons.
Rinse and repeat.

This is indeed the only way to go with the Vigilant as it's the only ship I know of (possibly the Vindicator is the same) that gains more cap from fitting an MWD and if you have Min cruiser at lvl 5 then yo'u benefit even more.
Having lvl 5 cruiser is like fitting a cap battery for free so it's well owrth having both Gall and Min skills maxed out.
In my 4th slot I always fit a Cap Booster, just to assist when things get tight, but I only run my MWD on a manual cycle and that should be enough to get me close enough to my target.
I prefer Dual 150 IIs since they have a much further operating range than blasters and I can start shooting as far out as 20 - 25km with AM and know that i'll naturally end up in an optimal orbit of 8km, just inside web distance .
Indeed they don't have the damage output of blasters but their rate of fire and their tracking make them a good choice between blasters and larger rails.

Looks like there's a lot of confusion surrounding this ship, well let's face it there is with most faction ships. T2 reps, t2 nanos, t2 mwds etc. simply shouldnt be on this ship. Everyone in this thread bar Lodhi has missed the point of faction ships completly, they are supposed to cost 500mil to fit, thats the whole point, a faction cruiser with a faction loadout (faction weapons aside) pwns.
If you prefer a hac isk wise then by all means fly a hac, if you want something uniqe, that cost a bomb and realy get the blood pumping in pvp get this ship, and please don't list 20km scrams and t2 reps as standard fittings. A 20k scram is pointless in a ship that hits 1.6/1.7km/s without breaking a sweat.

Energized reactive + magnetic and adaptive with dual reps.
5xValkyrie II
This requires a power grid rig (Ancilliary current router) but then you can also fit a hybrid rate of fire rig. This setup allows you to tank indefinately with everything but the MWD turned on. Unless you get NOSed ofc wich you probably will =/
