Is there a search function on here?
How do I determine my optimal range for my weapons or my platform as a whole?
I seem to like beam weapons and shields as I don't have to carry ammo but I would change weapons if some are better... so what race has the best cruisers out there for shields and turret points?

The search is pretty cool and I think I have the cruiser question answered but how about determining optimal range, I know I did it in the tutorial but I can't remember how.

Well, um, read here to see the maximum base locking ranges of ships here.
You can read about various here.
The basic run down is as follows:
Blasters (Caldari/Gallente hybrids), Autocannons (Minmatar projectiles), and Pulses (Amarr lasers) all have short range optimals (in the order given).
You have to add falloff into that equation as well. Optimals is up to 100% average damage. Optimal plus falloff is up to 50% average damage, and optimal plus falloff plus falloff is 1% average damage. Autocannons and blasters have decent falloff while pulses have almost none. Pulses have longer optimals than either autocannons or blasters, but have worse tracking.
Beams (lasers), Railguns (hybrids), and Artillery (projectiles) have the longest ranges and lowest tracking, though at long distances, tracking matters significantly less against small targets. It factors in for achieving comparative damage against other long range turrets of course.
You can see the tracking of any gun by right clicking and doing a show info. Doing this with a gun fitted to your ship will automatically update it by your skills and by the ammo type you have fitted. Missiles however are different as only the rate of fire will be shown. The range of the missile will be shown by doing a show info on missiles in your hold and pencil and paper with your skills. Missiles, even slow ones, always hit, they just don't always hit for as much on different targets.
You can either use google to search the forums or try something like www.eve-search.com so long as they can afford to keep their server running. The main forums don't have a search engine in order to reduce thread resurrection.
If you look to your left you will see the Player Guide. It's all usually good info, and at the bottom you will find a flash based guide to the finer points of tracking mechanics.

I may have to do the tutorial again because I could have sworn there was a way to determine optimal range in game and it had something to do with the tactical display.
