Attempting to translate intent here, the OP may not have easy grasp of familiar writing styles.
Black Ops ship does not appear in local chat's pilot roster
If you are on local grid, the ship shows up as being unpiloted.
The targeting penalty associated with a cloak module is not applied to the BLOPs.
(Scan resolution -40% on a T2 improved cloak, as example)

First off, lol at the thought of two BLOPs gangs hotdropping each other, when no-one can tell who is who.
Next, No....
I'm not a fan of having people completely removed from local. I think this opens up a huge back of worms. It is mildly balanced by the fact it cannot warp while cloaked, but it is still broken as far as I'm concerned. |

Much of cloaking / local / BLOPs is broken to the point where playability is handicapped. Certain play strategies are flat out blocked too.
(When is the last time you evaded an opponent because they did not know you were in a system to be found?)
The BLOPs seems designed for a game that really doesn't exist, and functions as a cloaky titan wannabe otherwise.
