You don't understand the concept behind "eye for an eye"
0.0 actually has "eye for an eye" becouse when you get killed in 0.0 you can go back and kill that person as often as you can in 0.0, there you go.. eye for an eye.
But after reading your post it's obvious you are looking for an easy way out, thus concluding 0.0 ins't for you.

Eye for an Eye is a Concord law that is enforced in empire space by Concord when people are breaking empire laws - usually when Concord is unable to respond to the infraction of law immediately -- in low-sec space, for instance.
0.0 isn't patrolled by Concord, they consider it lawless (though alliances and corporations can try to enforce their own laws & restrictions).
Since killing someone in 0.0 space is not breaking Concord/Empire law, Concord doesn't allow you to take revenge inside of Empire controlled space.

0.0 space in Eve is the ultimate paradox.
The pirates will complain all day long about how its too hard to kill people and how they can't make a living, and how no one comes into 0.0.
But the second you do go to 0.0 you get blown up/ransomed, or told that the space your in is "claimed space" and your asked to leave.
Don't expect any of it to make sense, because it doesn't.

Well first off you have to be able to beat them. If you think you can, politely convo the pilot and ask for a duel or something so that you have an even chance of fighting, at least that way you can get some rules in place? |

Banannagirl: Most alliances have a Not Blue Shoot It policy to stop people getting into their space and use the resources they have to fight for to keep and most of them inforce it to stop people dropping surpiles and spys into their backyard before an attack. And yes i have shot down people in ASCN space that where there in a shuttle and no direct danger to me or our resources.

Bananagirl please pay attention to what people are saying and learn to play the game. You probably only get ganked by 10 BS in 0.0 cos you hang around in one place long enough for the "pirates" to blob you. If you can't handle the fighting or loss then don't go to 0.0. If you can, don't moan. Maybe you should go play zelda or something, otherwise please please please stfu . I can't decide if you really are teh ub3rn00b or whether you posted this as pure flamebait...
Personally I wouldn't be surprised if this thread gets locked very soon...

Why would you need a Kill right? They roam 0.0, you're free to shoot at them there. If you have to gank them in Empire, get a group of pals in battleships and go chase them...

Now, it's obvious that there is a very simple, logical solution to this - get your own gang and go kill theirs! If they safespot and log, just go about whatever you were planning to do in 0.0 anyway.
What if you can't find a gang? Well, that's too bad - it seems you were ganked by people who were more organized than you, who worked together towards a single goal with concentrated force. That makes them much more effcient, as it goes, than you. They should beat you.
As for kill rights in Empire, I have to say that if you're being killed by people in player corporations, you can always just declare war on them. If you're in an NPC corp, yeah, I understand that you'll probably get ganked in 0.0 - so get out of an NPC corp. They're newbie/macro miner/alt shelters anyway.
As to why you're being told not to mine in 0.0, that's because the people who own there want to mine those minerals instead. Imagine the reaction you'd get if you broke into a diamond mine somewhere deep in the jungle/tundra/desert/wasteland/Central European Plain/prairie/Siberia/whatever in some theoretical lawless place and ran off with a bag of diamonds. You'd probably get shot/arrested/whatever, and it's no different in EVE.

Everyone that lives in 0.0 space is laughing at this thread. I hate empire and try to make my trips back to empire as short as possible. I know that living out here is difficult for some to do or intimidating for others to try to do and your prolly gonna get ganked your first few times running through 0.0 but you will learn how to survive. (A little hint.... try using bookmarks in 0.0... its pretty standard stuff)

Eyeballs are traded freely in 0 space without restrictions as in Empire, so there is no need for Concorde to regulate the eyeball trade. In 0 space, the players regulate the eyeball trade.
So you can trade an eye for an eye at any time with anyone you please. And they'll LIKE it.

0.0 is Anarchy. There are no NPC empires in 0.0. The only law there is the law that those with power can make -- and that law is what you must abide by -- unless you can wrest the power from them.
There's no Eye for an Eye in 0.0 'cause there're no cops, and why do you need EfE in 0.0 anyway? Most of the people in 0.0 stay in 0.0 for extended times -- if you wanna get back at 'em, just find 'em and kill them when they're in 0.0.
