Tech II is mandatory in EVE.
Mandatory and encouraged by CCP's 'specialize' leitmotiv.
It is true a cap recharger II is not that better than the cheaper Eutectic recharger, but for the majority of tech II items, they are what makes the difference between a lost or won fight.
That, skillpoints and experience.
Customers don't really care about the solutions to solve the ridiculous prices problem of some TII items, it's not the job of players to come up with ideas (the 'auction' one being horrible), but seeing how long CCP took to solve the lab slots issue, I fear we aren't close to see the light on this matter.
So by your definition everybody should be flying ONLY Crows and Eagles and other Tech 2 ships right? So let's trash tech 1 all together, make Tech 2 available same as tech 1 and ta da, problem solved. While we are at it we should keep like only 10-12 ships (2-3 per race) so we don't get headaches trying to figure out what ship should we fly.
Btw, Ravens can kill an ibis. Should we all start in Ravens too?

In my opinion the reasons why we don't see any statements from the devs it's pretty simple. Unlike the macro issue wich doesn't have a simple solution (and it's another hot topic) this could have. Add HAC bpos to the agents once again and keep them seeded until absolutely everyone with 1 RP in starship engineering gets a bpo. Why they prefer not to? Because everybody and their uncle will fly a HAC as soon as Cruiser V and HAS I is trained. Remember when Battleships could hit frigates with bs size weapons? EVERYBODY was flying a battleship. Now since the battleship is no longer the "solo pwnmobile", everybody wants a HAC. Well, guess what, this time history isn't repeating.
