If a person has a bounty on their @ss what is the highest sec space you can attack them in without any repercussions from the cops?

A bounty has nothing to do with thier sec status so it has nothing to do with being able to shoot them.

oooook. So say they are in .7 sec space and i want to blow them away, will that get the cops on me due to the aggression ?

Yes, unless if his sec rating is -5.0 and below. The only sec you can kill someone without CONCORD interference is 0.4-0.1 sentries will still attack the one who attack first, you got global aggro timer AKA flagged, and sec losses.

look at it this way guy has 200m on his hed ur in a 25m ship u blow him upp and get blowd up so ul be 175m ricer :)

If you do it in 0.5+ you'll never get the chance to destroy his ship, as Concord will waste you before you even take out his shields.
PLUS, in order to get the bounty, you have to destroy his pod. Which you definitely won't be able to do in 0.5+ if he's in a ship.
Also, if he has 200M on his head, he's probably very good at PvP and a new player won't stand a chance against him.

Sounds like the UK lol.
I dont have a problem with people with bounties being safe in 'safe space' as it represents what safe space should be. however there does need to be a compromise which is a persons security status. TBH if a person has a bounty on their head then they should be free game in any sec space without repercussions from the cops.

That's because the bounties are placed by players. They're not necessarily wanted by any police. -- Proud member of the [23].

So there is no problem collecting the bounty if we manage to pod the guy? Is the bounty paid out automatically, or do we need to do something to collect? And we don't have to survive the encounter ourselves in order to collect, as long as we do get him?
