Allowing the players to communicate in any language they like is something they're going for, so that players can use the language they're most comfortable with for routine communication.
Unfortunately, providing support services in many languages would be prohibitably expensive. The GM team isn't huge, so to support every major language (after all, if they do Chinese, why not the others too?) they'd probably need every GM to be fluent in 2 or 3 of them. That level of language skills isn't cheap.

Of course, the GM's for that company might not even be recruited yet - not very smart hiring GMs now if they'll be sitting there doing nothing for months while the conversion of Eve is completed and the new server setup. Also, due to Chinese law, the Eve running there will have to have significant differences to TQ, so any cross-training of GMs would be of very limited use.

There are 2 problems with the way that line is being used at the moment. Firstly, it is being stated while being supported by only anecdotal evidence, if any. There is a big difference between "all/many the macroers I've seen have replied in Chinese" and "All/many macroers are Chinese". When the latter statement is made with very little evidence, it does lead to the question of what else is driving that opinion. If it's the fact, fine, but facts need to be backed up by evidence.
The second problem is that many people who are saying "all macroers are Chinese" are then proposing "solutions" to macros that are implicitly assuming that that means "all Chinese are macroers". It's this use of the argument that is offensive.
Personally I don't see why the country of residence or racial group of a person should even be a part of the macro discussion. If they macro, they should be banned, regardless of where they come from. But by the same token, if they are playing legitimately, then they should be left to play, free from harrasment, regardless of where they come from.
