Convert op ships can cloak.
not exactly sure on details as i dont have the skill.

First of all, almost any ship can use a cloak, given the right setup and conditions.
To be able to cloak, you need to have the following skills
Electronics Lvl 5 and Cloaking Lvl 1
This will allow you to use a basic cloak to start off with (prototype cloaking device). You can then upgrade to an improved cloaking device II once you train the cloaking skill to a higher level.
Note that using a cloak on ships other than Covert Ops ships will result in a severe speed penalty whilst having it activated. The improved cloaking device II has a lower speed penalty whilst cloaked than the prototype cloak does.
Covert Ops ships can use a covert ops cloak with out any speed penalties. This allows them to move around without any speed impediment with the cloak activated, and it also allows them to warp whilst cloaked.
Regardless of the cloaking module, you won't be able to activate any other modules whilst cloaked. And there is also a targetting delay after uncloaking so you can't just sneak up to someone and whack em.
But if you're clever enough, you can find that Covert Ops ships have many different uses in the EVE-Universe.

PS: almost forgot the 2500m decloaking range - if an object comes within this range of your ship, you become uncloaked.

Also if you ever come within 2.5km from an object you will be decloaked.
And other than speed penalty you also have a penalty to locking time and a delay before you can even start trying to lock someone after you decloaked.
Because of these penalties it's not really usefull on a offensive ship. It's more for defence or scouting.

When it comes to cloaking, you have multiple options.
Most any ship can fit the basic cloaking devices. However, these have penalties. You can't warp, and you move VERY slowly. When uncloaking, you have to wait like 10 seconds before you can activate any modules or warp out (I think).
No ship can fire weapons or activate any modules while cloaked (even the special covert ops ships).
Covert Ops ships get special bonuses. There are now 3 types of covert ops ships:
- Regular Covert Ops ships (frigates) can fit the covert ops cloaking device, which allows the ship to warp while cloaked. They also do not have a speed reduction penalty. They are somewhat weak, so don't get into a fight if you're flying one.
- Recon ships are new, and are the cruiser version of the frigate sized covert ops ships. They are a little more powerful.
- Stealth bombers are special. They can not fit a covert ops cloaking device, and therefore can not warp while cloaked. They do, however, get a speed INCREASE while cloaked. They can also fit cruise missile launchers, even though they are frigates. The strategy here is to cloak, get far away from your target (100km or so), uncloak, and fire your cruise missiles while out of enemy range. Much fun.

So, just to see if I understand this...
If I fit a cloak to a standard cruiser, I could avoid a gate camp by slooowly sneaking away from the gate until I was far enough away to warp?

In most cases, they will deploy drones and decloack by coming within 2.5 km of you. If their tacklers are worth anything, that is...
But for sitting at a safespot, cloaking does wonders.

Couple of corrections
1) The de-cloak range is 2km not 2.5km
2) You can activate other modules immediately after decloaking but there are delays in targetting after decloaking.
edit - to add point 3
3) You can immediately warp out after decloaking as well. What I do in my industrial after coming through a gate is move to drop the gate cloak and immediately hit the ship cloak, align my ship with the destination, drop cloak and hit warp. This gives minimal exposure to gate campers and gets you through safely :)

Example: if you want to align to a station, look at you overview click it, you will see your destination (icon) on your space. Now double click somewhere near the icon in space, your ship will start moving toward that. Edited by: Himo Amasacia on 23/01/2006 14:33:12 I remember one time I was transporting some gear in my hauler (Minmater hoarder) and since it weas a small amount of stuff I fitted 3 nanofiber internal 1`s and settles back to some autopilot traveling. Unfortunatly when I camne through a gate an enemy scorp was waiting for me. However, wince I had the internals fitted and autopilot on I was aligned and gone befopre he could scramble me (I still remember tthe missiles launching just as I slid away into warp)
Aanyway I just KNEW he was coming after me, so I killed the autopilot and did the one thing I could,. As soon as I come out of warp I hit the prototype cloak I had on board. Not a second too soon, as he came out of war about 3.2 kms from me. I started to crawl away from him, adrelaling pumping (17m/s ftw!) and I could see him hesitating. thankifully he turned the other way twords trhe gate, then warped out to another gate that was kind of in a line. I uncloaked and flew back into the system I came from (Rens..). I moved away from the gate and I'm not sure why I cloaked again ( I think I say the gate firing off and a sixth sense hit me) but anyway I was cloaked a bit waya from the gate figuring out my next move, when he repeared at this side of the gate. SO I crawled away at a really slow speed, trying to judge a good point to decloak and hit warp, but he flew off to another gate and I got out of the system in one piece.
Thats the best reason I can offer to people for the statement.. Cloak rocks.
