is it just weirda or is it just wrong that the Covops Cloak bonus on the Cloak Weilding Recon get their cpu reduction from Recon Skill? 
Don't care if we don't get additional bonus on top of it... but weirda spent a lot of time training covops 5, and now to think of training rank 6 recon to 5 to reduce it to nothing again is a cheap shot... 
Please base bonus off of Covert Ops skill... thank you in advance. 
...and no - weirda didn't just realize this but when changing skill tonight and thinking about going for Recon 5, got a little ****ed. sure am gonna have it there eventually, but give weirda a break... __ Assault Ship need 4th Bonus and More!

Weirda probably is creepy you ever thought of that, they say your getting closer to insanity when you start talking in third person anyways, im not making that up either.

I wonder about that, 3rd person is a wierd (no pun intended) way to see oneself--for example, must of us see things like a FPS (1st person) but maybe some people see themselves in a 3/4 isometric-3rd person format

Although it is a dig to people that dont already have Covert Ops to lvl 5, but plan on training Recon Ships lvl 5 (like myself), I agree.
It would actually make the Covert recon ships useable out of the box instead of waiting for Recon lvl 3 to finish and having to slap on a couple CPU II's to squeeze on a cloaking device.
Maybe scrap the -50% cyno field ability, and make the 4th bonus a cyno field time reduction?

I kinda like the 3rd person. It's like watching yourself in a movie or a video game. And I just find it cute how Weirda does it.

When I'm not at work, I just use my mouse scroll to go to third person and see the world around me. Once at work though, I don't want people to think I'm detached so I just mouse scroll back to first person.

as for all this talk of some freaky 3rd person, weirda not really sure who this third person is - but if it is a DEV come to grace this thread, that would be great!

Testy McTest thinks that he likes it the way it is, since he has not trained and does not intend to train covert ops for any purpose other than getting a Recon Ship, and as such would rather have his bonus from Recon Ships than Covert Ops.
Testy McTest wonders why people think that if Covert Ops ships get their cloaking bonus from Covert Ops skill, why Recon Ships shouldnt get their cloaking bonus from Recon Ships skill?
Testy McTest thinks Weirda need to think outside the box, as apparently that works to overcome every single problem we Minmatar have :)

I think it's odd the Recon skill is used. After all it's a Covert-Ops cloaking device that they are designed to use. There wasn't another skill for Bombers and they can't use the Co-Ops cloaking devices.
I would have thought the Recon skill would give a bonus to something else in the electronic skill list.

Well it kind of doesn't make sense when you consider other ships bonuses, but I do admit that it kind of makes sense that the covert ops skill gives bonuses to covert ops cloaking device 
We'll give this a thought but tbh I don't think it will be changed, except we might change the bonus and give it to a new "recon ships cloaking device ii" (yes I know creative and evil and a joke btw just to be clear)

I think it makes sense as it is myself.
I have Covert Ops 5 so it would be in my personal interest for Weirda's suggestion to be implemented.
However, in terms of the way EVE works and allows specialisations, it would not be a good thing.
Someone may wish to be more specialised in Recon Ships than Covert Ops ships. In that case, it would be unjust to make them train Recon Ships V to get the max benefit for the bonus that would use that skill (for eg, Amarr Pilgrim, that would be the Nos/Neut bonus; for Minmatar Rapier, that would be the statis web bonus, etc) and make them train Covert Ops V to get the max benefit of the cloak CPU bonus.
So, a little regretfully considering my own situation, I think it is right that the bonuses have the current req of Recon ship for both.

Although im honest enough to state that some of my sentiment comes from the fact I've just spent 20+ days training covops 5 for use with the Recon ship, guess i should pay attention to the bonuses a little more 
There should definately be some bonus for getting covops to lev 5 on the recon ship though!

Possible implementation:
CovOps skill gives a reduction to CPU usage of a covops cloak, and both covops and recon cloakers then have a static multiplier bonus to this CPU usage. I'm not sure how mathematically straightforward it'd be - you'd want the skill reduction to keep it firmly in "not useable without the ship bonus" land, but the ship bonus to bring down CPU usage to roughly equivalent values to current ones at current skills. I would do some maths here but I don't understand the way it's currently applied so.. meh.

Why?
Consider AFs and HACS. The relationship in skill req terms in analogous to Covert Ops frigs and Recon Ships.
To train Heavy Assault Ships skill you need Assault Ships skill to level 4.
To train Recon Ships skill you need Covert Ops skill to level 4.
In both cases it is simply a prerequisite in the skill tree.
So I am bound to ask, do you think you should get a bonus to HACs for having Assault Ships at level 5?

It so happens that technically the skill reqs for using a covert ops cloak are nothing more than electronics 5 and cloaking 4.

So you have two different skill areas working in tandem. One, the cloaking tree, lets you actually use the cloak at all. The second, the covert ops/recon ships tree lets you fit the cloak to the given ships.
Note that you could theoretically be incapable of flying any covert ops frigates while be capable of flying some recon ships. (It's quite unlikely, I grant, but it is possible.)
There's really no reason to change from the status quo other than to reward those people who have trained Covert Ops V or plan to do so. For everyone else, it imposes an additional skill req burden in order to maximise the Force Recon ships.

I agree in part - and I was the first to agree that im biased because I have nearly trained up lev 5 primarily for this ship. This was done based (correctly or incorrectly as it now seems) that by training up lev 5 i will have more CPU to fit the ship when I fly it.
Its all a bit confusing really, I wasnt even aware of the fact until Weirda pointed it out (else I would have spent the time training up the Recon skill instead!)

Tux, the crux of the problem is that the cloak is called "Covert Ops Cloaking Device", hence people assume that their "Covert Ops" skill should reduce the CPU on any ship that can fit it.
Simply renaming the module to something else should clear up any confusion. Thinking of a good name for it however, is proving difficult.
"Stealth Cloak Device" - NO. People will moan about not being able to put them on stealth bombers "Recon Cloak Device" - NO. Same problem we have now, i.e. why doesn't my Recon Ships bonus apply to Covert Ops ships "Espionage Cloaking Device" - yes? We don't currently have any class called "Espionage Ships" which would prevent confusion over skill bonuses, and the word "espionage" sums up what covert ops and recon ships do with such a cloak fitted.

thank you for the honest response. and let weirda re-iterate, it not that made a mistake, or did something now regretting with these, it just when there is something like this it doesn't sit right. would like to see a bit of cross-compatability with skills/items that obviously are same technology and that would just make sense to have.

The Covert Ops skill should govern both Covert Ops and Recon Ships. If anything, it is bombers that should have their skill changed as they are far more overt than covert. :)
