The new, post RMR implants ZMS100 & ZMS1000 both offer a bonus that is a percentage "PER LEVEL decrease in factor of target's velocity for all missiles".
I understand the principle of the implant but I am confused about the "per level" part.
First off, per level of what skill? 
Second, in the case of the 3% one, the potential bonus would be 15% for a fully trained dependant skill. Any single implant that gives a bonus of 15% - let alone the potential 25% bonus of the more powerful one - is going to be worth a vast amount of cash. 
So, is this a mistake or what? Does anyone know?

Cybernetics? as its the only implant associated skill isnt it?

Yeah, cybernetics makes sense as the skill - but it's not absolutely clear from the description. It could also apply to whatever skill the missile in question was dependant upon.

Cybernetics and Science, but that's just being pedantic on my part.

And for the OP, given what you've been trying to hawk those items on escrow for, they better damned well be giving out bonuses per level. :p

They copy pasted the description from the skills that do the samething. Ignore it, it's a straight bonus.

Yeah your probably right. Otherwise they would be far too uber tbh.
