My idea is to make the secure can clean up one of the most fun EvE events in a long long time. Why remove secure cans? well after nearly 4 years their are untold thousands of unused cans out there that will never pop. They eat up the DB and cause lag. Think of it as a players chance to help optimize the server.
Steps:
1) Have a 30 day count down leading up to the event that way any cans that have stuff in them that people want to keep can be removed. This should stop the whining about losing cans but you just know some nub will anyways.
2) Release a patch that would do the following to the cans. a. Give them a bounty equal to 1/2 their value. b. Cause them to drop a normal jet can when they pop that will contain their contents. c. Send a kill mail to CCP. (I'll explain later) d. Also alow a slim chance for some rare loot to be added to the jet can after they pop.
3) Seed 16 cans each with on of the 16 AF and HAC BPOs in safe spots, planets, moons and other out of the way spots so players will take the time to go after them.
4) Remember those kill mails? Well the person that can kill the most cans (that don't already belong to him) will get a nice uber prize like a ship of his choise fully out fitted with officer loot or a head full of implants of choise.
5) A really nice touch would be if a few hundred cans where seeded with coupons in side for EvE store swag.
6) After 14 days release patch with secure cans returned to normal.
7) Repeat after one year.

would be fun, but there would be an incredible amount of whining on the forums and petitions from people who lost their cans. Also, I really dont want to see the jetcan art at the moons taken down.

I can already see it. FRICK orbiting their cool shark logo for 2 weeks to protect it from can gankers :P.

It's been said before, but make secure cans require maintenance. If they aren't visited for a month then they unanchor and unlock. Another week and they pop!

30 day unanchor timer for untouched cans is all that is required.
Players will take care of the rest.

Yeah I agree secure cans that arent being used need to be cleaned up, recently travelling through the charming heimatar region i went into some of the belts in abudban you warp in and theres literally 100's of cans.
Now i'm sure theres some that are still being used but alot of them once you show info shows the owner is no longer in the game yet his cans still litter the belts and must cause some sort of drain on the servers.
So one solution maybe to start things could be any can that the owner has deleted the charc the can was dropped with, can be blown up and maybe a small bounty for doing so?
(note the HP for the said secure cans would have to be dropped alot to enable ease of blowing up)

Or another posibilty is make people pay the local NPCs a fee for anchoring cans in their space nothing major say 100 isk for a can per week you must have enough vouchers in a hanger somewhere to cover the can you want to anchor. You can only buy the vouchers from the NPCs in the region you want to anchor cans. Once a cans voucher runs out then you have 7 days to buy another voucher so you can access it again otherwise the can unanchors. 1 day after it unanchors it self destructs.
Only problem is with things like some of the truley impressive can art out there.
In my own case myself and some freinds recently built a memorial to a freind who died in RL. Its in a safespot in an empire system and does not get in anyones way. It would be a shame to have to pay the NPCs to keep our memorial to a freind and fellow pilot ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

Three things are needed for Secure cans.
1. Bigger cans. Current cans cannot hold more than one cycle of ore from one Covetor. It's not better than hitting a station every cycle.
2. Cans anchored based on anchoring skill. +3 cans per level, so up to 15 cans total, per character with anchoring 5. This is more so players take down their cans when they leave an area.
3. Can decay. so players that still do not pull down cans have to go repair their cans. They will have 30 HP, and decay 1 HP per day. Only the anchorer can repair, to prevent throwaway alts anchoring cans and corp members fixing them.

Not opened during one month while floating in space? Poof. I like that idea.
Yeah... too bad for the artists out there, but then they only have to open all the cans once a month.
Although I honestly don't know in what level the cans contribute to the lag we have been facing recently.

You're kidding right?!! There are over 500 cans in my jetcan picture alone,and some other artists' work has even more! But on the subject, since RMR patch, will said jetcan art appear as red now instead of white?

A better way to get rid of Anchored Can Clutter:
Have a small monthly fee charged when cans are anchored.
--The fee should be tiny (like 1 isk per can), so even the rawest noob can anchor as many cans as he can afford, and still pay the bill.
--It should be monthly, and payable for the next billing cycle, so even folks that only log in now and then can keep their cans.
I am 100% certain that about 90% of the anchored cans in Eve are abandoned. As for the other 10%, Cans that are in use SHOULD be EXTREMELY easy to maintain.
Add this as a feature, and 90% of the anchored cans in game will pop after the first billing cycle.

i se many cool ideas. the easiest to get rid of them are have them have an limited time spam.
but i like the idea of beeing able to shoot them down without getting concord coming and bugging you :)
and they could make secure cans bigger also. would be awsome. since hauling in an itty them would take lot less time :)

The problem is the abandoned cans, not the ones actively used and or belonging to active corps.
My corp as an example have very few A-belt cans but we have quite a few cans hidden in different remote areas from when we were active there, I fully plan to return to most of them and have done so to several from time to time but we wont be able to clean all of them out in a month even if we made a corp OP of it and really tried.
As for clearing out stuff, firstly what CCP could do is to remove all secure cans in systems where secure cans nolonger are allowed to be anchored.
Secondly CCP could have cans belonging to inactive accounts decay and unlock themselves in say a months time, they would still not dissaper but as the can is nolonger locked people are able to scoop them and they would go away.
And finally anchoring cans in empire could be connected to a price, say its 10.000 isk/month for sec 0.1 cans and the price rising rising by 10.000 isk/moth for each 0.1 higher sec rating meening the "rent" is 80.000 isk/month for a 0.8 system. Miss a payment and the can unlocks itself.
10-80k per month per can is not a large sum of isk but after a while people with hundreds of cans will decide it is nolonger worth paying milions to have containers that they never use.

Can't you just declare war on the corp owning the abandonned cans and blow them up? (unless it's a newbie NPC corp of course)

imo, just having them decay would do - as per the 1 HP per day suggestion.
Why have them repair? can pops, get another. Create a market in can making and so possible to buy a variety of can qualities.

You're kidding, right? I mean, you DO know that cans cause lag? You do know that when an alliance demonstrated their name change, they managed to CRASH the GODDAMN GAME because they dropped too many items (it doesn't matter what the item is: to the server, one item is one item in space) in one system? 500 cans in a single system? No wonder people scream about lag in random places.
Thanks a bunch for your art, now please take it down ASAP.

Why arn't there bpo's for cans anyways? Can't remember ever finding an explanation for that?
But yeah, i think a 1 month timer would be good, esp on all those cans seeded by dead players. If they either decay or just unanchor, well that doesn't really matter to me.

I like my idea better because it would be fun. :) can you think of how fun it would be for some of the newbies if a chunk of them found coupons, faction loot, and even a T2 BPO while still in their teir 3 friget. Its called cementing the new player base.

Yeah, my corp has a memorial for a friend of ours that died that I'd kill anybody that got near it to loot from it! You'd have several others doing the same. *************************************************
