You want to take out that barge and steal its miners? Well, here is the simple answer.
Firstly, Fit an Industrial with smartbombs. You may need some powergrid/cpu mods, as well as cap rechargers/relays and a scrambler.
Now hunt your target. Once you find him, make sure you are in position so that your smarbombs cannot hurt neutral giant cans etc. You dont want concord to get you!
Now steal from the barge players can. Now you are flagged, what can he do? He will either do nothing or attack your with his drones. If he does attack, let loose your smartbombs to blow up the drones and scramble him. Now slowly smartbomb the crap out of him.
Laugh as you collect his souped up stripminers.

Meh, why work so hard?
Take any indy with >80 base powergrid, mount a Dual 150mm med gun, the usual tackle stuff, and some sheild stuff. Put what ever you need to make it fit in the lows, maybe a plate even.
Get barge flagged, shoot barge. Scoop loot/ore.
Do an info on a Retriever sometime, it doesn't take all that much to pop one. 313 shields/500 armor.
(Good luck finding a barge in a belt where you have a clear smarty raidus.)

Battle badgers ftw. I got an apoc with one yesterday :p
I'm not saying that's normal or it took any skill on my part to kill a mining apoc with all of 4 hammerheads and no repairers/shield boosters but it was still highly amusing at the time.

But the reason of using the industrial is that people will think they are unarmed.

Based on my experience, smartbombs do not hit secure cans. I was popping the spam cans of a corp that was at war with us, and the smartbombs did not hit it, even though it was a CONCORD-approved war target. I had to pop it with blasters.

Indeed. I used to think smartbombs only effected secure cans, and not jetcans, but I relise that you can smartbomb anyware in a belt and no can is targated by it.
