According to the latest Dev Blog (http://community.eveonline.com/news/dev-blogs/player-owned-customs-offices-in-hi-sec):
"We are introducing a new trainable skill, Customs Code Expertise, which will reduce the NPC portion of the tax rate, but 10% per level (so at level 5 the NPC export tax rate will be 5% rather than 10%). Again, this skill only affects the NPC portion of the tax, not the player owner tax."
Another skill towards buffing Planetary Interaction.
I wonder what else CCP might have in store for the future? |

Actually this skill allows you to avoid 50% of what amounts to a nerf to PI. 10% NPC tax on top of whatever players who own the CO charge. SO essentially lets pretend you take out a CO in a system next to Jita and put up your own...you pay with your time to kill the old CO, then pay millions to buy and stock a new gantry...the you STILL have to pay minimum 5% tax even if you pay 0% of your own tax (since you own it). People who dont own the CO get hammered even harder. They get to pay 5-10% NPC AND whatever you decide to charge.
I am going to go out on a limb here and say this hi sec customs thing is a waste from a money making point of view. Decent size up front time and money cost to deploy these, then get charged taxes regardless of ownership, then trying to get people to use it and pay NPC taxes plus your taxes and making it profitable, all at the same time...just dont see it happening. Now the ability to generate tears with these is an entirely different thing and I am unsure of the exact Tears---->ISK exchange rate.

Really my only complaint when I read about the highsec POCOs was that they were going to leave the full NPC taxes in place in addition to the player taxes. With this skill, I think I'm ok with the whole thing.
In the end, this change really has little to do with PI. It gives corporations a structure that they can't realistically just tear down when they get wardecced; they have to defend it or lose it. This is going to be a big boon to highsec PvP corps. And honestly, as a (mostly) carebear, I'm ok with that, because it's purely opt-in.
(Fair disclosure: I haven't messed with PI since they introduced POCOs, so I don't really have any skin in the game on this one.) |
