"This week in EVE" is a weekly overview of EVE Online related news and events and shows what is going on in EVE Online. The focus of this overview is on official news from CCP: For example, dev blogs and important forum posts by CCP developers, the ever evolving background story and upcoming events. The summary of the previous week 39/2013 can be found here. Available is also the overview 2013
The current "This week in EVE" gives on overview of the week 40/2013 from September 28th to October 4th
I apologize if this summary is maybe less precise than usual - vacation is the reason.

- Dev Blog: EVE at New York Comic Con this October - Forum discussion
CCP t0rfifrans announced that in 2014 two books will be published: True Stories and EVE Universe - SOURCE. True Stories is a comic style book loosely based on player submitted stories, EVE Source is an intriguing and richly illustrated book diving deep into the background story of the EVE Universe. More information will be presented at the Comic Con in New York from October 10 to 13.
- EVE Rubicon: Player Owned Customs Offices in Hi-Sec - Forum discussion
With the coming winter expansion, EVE Online: Rubicon, the currently NPC controlled Customs Offices in high security space will be changed in such a way that players will be able to own and operate them. This includes the option to set a tax rate for those offices and turn them into a possiblely valuable source of income. The upcoming changes also include a new skill to lower the NPC tax on planetary transfers by up to 50%.
- License to kill: Certificates Overhaul - Forum discussion
The certificate system will be completely overhauled with EVE Online: Rubicon. Requirements for certificates will be made more transparent and much better to understand. Additionally ship masteries will be introduced which are in essence a collection of certificates. Both changes should make the certificate system much more valuable for both new and veteran players.
