I assume CCP has enough ISK (the real stuff) laying about to create some dummy eBay accounts, win a few auctions, and perma-ban those responsible.
Incidentally, anyone selling something that is free anyways, deserves a ban.

What's to stop me selling 100m ISK for a 90-day timecard. Using that timecard myself. [bear with me] Then at a later date, buying a Raven with a seperate 90-day timecard? RMT it still exchanged for game items.

Having looked at a few autions on eBay, I decided to send the sellers a link to this thread, and to the dev blog. Two of the responses claimed ignorance, claiming they did not know it was in breach of the EULA. The third? Well, here is their response:

New sport: Use the 'Ask the seller a question' feature on eBay, pointing people to this thread and dev blog.
Responses so far have been great, some downright hostile, and some clearly admitting that they sell goods and characters on eBay in order to support themselves RL.
