Alrighty, I think it would help if we explained a little bit about the structure of Polaris, and the difference between GM's and polaris.
Polaris is split into several divisions, each division covering a different aspect, those being:
BugHunters Player Support New Player Support Events IRC Ops/Forum Moderation
Now lets take each one in turn.
BugHunters, these guys work on the chaos (test) server and hunt down bugs (hence the name) and report them to ccp's QA team. They also filter the bug reports coming in from the player base. BugHunters do not operate on the live server.
Player Support, these guys answer questions in the help channel, and deal with petitions under the stuck category, if they cannot unstuck a player it is escalated upto the GM's. They do not handle your 'other' category petitions (called incidents), and the only ability they have is to /tr themselves around systems. Usage of the /tr command is tighly monitored by people at CCP who are in charge of the polaris program.
New Player Support, are stationed in and around the new player starting areas, they generally talk to the players to help them into the game. Again they have the /tr ability for moving between the new player systems, and again its usage is monitored.
Events, The events team designs and runs events within the world of EVE. We do not touch on major plotline activities, and we do not introduce new tech level items - unless asked to explicity by Clover. Events do not have any abilities, everything is provided by ccp, and has to be documentated and verified by logs where and how equipment is used.
IRC Ops/Forum Moderators - Pretty self explanitory, they operate in the official eve-online room on stratics, and moderate these very boards. These guys do not have an ingame presence, not any abilities.
Now onto the GM's, these guys are paid employees who work for SimInn in Iceland. The GM's work on rotating 24/7 shifts, and are all present in their office when working (remote access to their GM abilities is not possible)
I do hope this helps clear up some of what is occuring in this thread.
As a final note, the Polaris program is overseen by several paid employees at CCP to ensure abuse does not occur, and thus we do not have free reign as some people would lead you to believe. The people who are a part of the polaris program give up their own time to help make a better game.
