I know this may already have been beaten to death but I wanted to put together a fit for my Ishtar that could easily transition from exploration to ratting and security missions. I'd also like to keep it cheap with as much tech II as possible (other than the probe launcher) So here goes:
[High} Drone Link Augmentor I Improved Cloaking Device II Sisters Scan Probe Launcher Small Remote Armor Repairer II

As far as I can tell, it's cap stable w/o the small armor repper running, and I would leave the cloak offline so you're not crawling around at about 150m/s with AB running. Any suggestions or updates would be appreciated. I would like to run lvl 4 security as well with this. I figured it would be better get some advice before I show up to AE and go pop. |

Unless you absolutely need the cloak, I would drop it. Kills lock time.
I run it dual prop, but essentially very similar.
Not sure what you will use the Maint drones for with the remote repper on. I tend to run a flight of Warriors and a flight of Hobs, in case I come up against something that is a fast mover.
Edit; not sure that the TP has a point. Sentries hit frigs outside 20k with no problem and if they are closer the lights make quick work of them. Either put in annother Omni or use the Dual prop, which in my fit and skills allows me to run either the MWD or the AB/MAR cap stable. |

You may be correct. I pulled it off and never put it back on. I dont take it to Null, and I just watch d-scann closely for combat probes in low. The dual prop is helpful otherwise |

You still get the penalties just from fitting the module. Tested it out when I still used mine. So cloak is a big no to fit unless you absolutely must be able to safe up (in which case logging out for a few minutes might be just as good). |

Confirming. If you have a cloak fitted, online or not, you suffer from targeting penalties. You only suffer from velocity penalties if the cloak is actually active. Having said that, I'd keep it around.
I've been rolling this thread over in my head in general and the more I think about it the more I wonder why exactly you'd want a single fit for L4s, (presumably) low sec exploration, and anoms. A single fit for all those purposes is odd because you can generally refit between them without any trouble at all.
But hey, given that caveat it isn't a bad fit. Tank would likely struggle a bit against Angels and isn't all that hot against Blood or Sansha but it would work up through (probably, with patience) 7/10s. Usual caveat about the Serp 6 applies; you'll almost certainly die there.
As for the painter: I'm ambivalent. MWD would give you more tactical flexibility and gtfo, rangefinder thing would help bolster any lagging scanning skills, another omni wouldn't hurt. But yeah, a painter isn't really a bad option either.
Drone loadout isn't really optimal either. Garde IIs stay, of course, but your second set of sentries really ought to be flexible. I'd probably try to carry three sets (two in bay, one in cargo) to swap between and leave the Ogre IIs at home. Armor bots are meh, salvage drones... well, I wouldn't bring them but that's just me. Unless I were expecting to go up against BR/Sansha quite a bit I'd drop the Hobgoblins and at least one of the aforementioned light drones for a set of 10 Hornet IIs. |

What's your reasoning behind a remote rep module and remote rep drones? And why 5 of them? If you're flying solo, you only need to repair your drones on occasion, and you're not doing it in combat so you only need 1 in the bay. Take some extra combat drones, or some ECM drones to help you get out of trouble, and lose the module. Pop a 200mm railgun in there for grabbing npc attention, so at least at first they're ignoring your drones. Or bring a salvager, to complete the all in one feel.
I'd also take the analyzer over the target painter. If you want an all in one fit, that's definitely helpful, and the TP isn't the greatest for drones. |

If that is the case, then the cloak will just stay in cargo for occasional use. The armor rep drones I guess were more for a shield tank fit (which I am considering changing to at this point for better dps.) The small remote repper was intended to rep sentries that were taking too much damage. Let me know if that's silly, I can take it lol.
Decided to drop the DLA, since I forgot that with ECM drone interfacing and HAC bonuses, native control range is 85km.
I figured it would be a good idea to keep Ogres around for close range dps and to take advantage of the ship's heavy drone tracking bonuses.
Is shield tanking a better idea? It's beginning to seem like it. |

In my experience it can sometimes be better to orbit the NPCs at 500m and use heavy drones so you negate a lot of incoming damage, so I only use 5 heavy, 5 sentry instead of two different sets of sentry drones. |

I used something like this years ago to run guristas 6/10s and 8/10s and it performed really well. Of course the fit was a tad different due to there not being drone damage mods but yeah.
If you stick to hisec and lowsec I wouldn't bother with the cloak, but if you head to nullsec it's a lot more useful then. No sig. |

FYI: You need absolutely perfect skills (Astrometrics V, Rangefinding V) in order to scan down 1.25% band (which most DED plexes are) sites with an unbonused ship. Even then it will probably take you 15 minutes of nudging the probes into a perfect formation to push from 98% to 100%. |

Umm. There are no combats on the 1.25% band in low sec (except combat ladars). You're really looking at the 5% and 2.5% bands there. |

cloak hurts your locktime always, doesn't hurt your speed unless its active.
Offlining doesn't remove the scan res bonus however, just saves you CPU so you can online other modules.
Remote repper is nice to have, but you absolutely need something to draw aggro first. Fighting is Magic |

I have no guns or anything of the sort on my Ishtar, and it rarely looses aggro. Whenever it does happen I just pull the one drone they attack back in for some time and pop it out again to continue attacking |
