Markee Dragon is a separate site. He actually founded Shattered Crystal, but lost it in a divorce.

I contacted Shattered Crystal and received a reply from the Chief Operating Officer, Dennis Hutchinson.

From what I can tell this currently only works if using a CCP-approved game time code reseller. I'm pretty sure that anyone doing as you suggest would not be approved.
