Currently I'm using this: -
Highs
=====
3 x Heavy Nos
2 x Heavy Neutralizer
Medium
======
Mwd
Webber
2 x Cap Recharger
1 x [Other]
Lows
====
3 x Hardener
1 x Large Armour Rep
3 x RCU
Trouble with this setup is that I struggle to kill the warp scrambling frigates and when webbed, struggle to get into Nos range of the spawn battleships. Can anyone suggest a better setup for 0.0 ratting (doesn't necessarily have to be Drone based)?

for 0.0 ratting in domi:
5 X heavy neutron blasters (cruiser sized)
1 X heavy Nosferatu
1 X 100MN AB II
4 X cap rechargers - best you can get your hands on :)
1 X large repairer II
2 X Primary NPC damage type 50% hardeners
1 X secondarg NPC damage type 50% hardener
2 X cap relays
1 X warp core stab
That setup with your main cap skills (enegy managment and enegy systems operation to lvl4) can keep that large repairer on constantly.
Equip:
5 X NPC weakness heavy dmg drones
5 X NPC weakness medium dmg drones
5 X NPC weakness light dmg drones
The drone space you have left fill with spare heavies.

Above setup, but the dronebay changed to...

In reply to the original poster, your Domi setup is more suited to PVP, since you'll neutralise their cap. This doesn't work quite so well against NPCs (they can still fire their guns) so the setup that followed yours was better since if you can get in close you'll pop them no problem.
Personally I'd probably go for a rack of medium 250mm railgun 2s, with a double repper tank. Probably take a little longer to kill BSs, but I'd be able to pop cruisers np, medium drones + web for the frigates and then bring out the heavies + guns for the BS...

Thanks for the input.
I may try rails or blasters today (my original setup was 1 x nos and the rest blasters) and compare against the full nos/drone setup.

6x whatever (I fit d250mm rails)
1x AB
4x Cap Rechargers (Euctetic/T2 if you can)
1-2x Large Reps
0-1x Medium Reps (depends on how good your cap recharge is)
3x Hardeners
2x Cap Relays
5x Rat Specific Heavy Drones
5x Rat Specific Light Drones
5x EV-900's (just incase you get hit by a HAC or something)
