The carrier is a support ship, not a capital ship that is used at the front line or as a "tank".
In response to a few of your points:

Dreads are designed as "siegeweapons". Their task is to siege objects and capital ships, they are the weapon of choice against structures and capital ships. The carrier isn't. Dreadnoughts can't hit anything with a bit of transversal when in siegemode.

I disagree, as I said earlier, the carrier fills a support role. When jammed it can still assign fighters to gangmembers and thus lose no offensive capabilities (indirectly). If assigned to the right ppl, their fighters will be just as effective as when the carrierpilot sends them out to engage on it's own.

I actually think following is a good option. It will make your enemy run around the system without losing the fighters on it's back unless you are lucky(?) enough to have a POS there. But then again, you can recal them before the fighters can even get targetted... (this point is very mute since carriers can be used in very many places, not always where ppl have their own defensive POS's)
Oh.. and most importantly... You seem to completely miss the part where the carrier is not a solo pwn mobile. It is supposed to be backed up by a great support fleet that can fend the enemy off for the carrier to do it's task. if scorpions jam your carrier, then you didn't jam or kill them, when you get scrambled, you need support to kill the tackler. When you get webbed enough to be a target for a dread, then u once again miss the support to prevent this. Capital ships are an addition to a fleet, not solo pwn mobiles.
