Luck has nothing to do with it. Since Last week I have lotted 3 thats right folks 3 Tech II implants from Sansha ships, I have made over 120 million from selling them plus they all hade nice named items to boot. So if you wanna say its just Luck than I'm one damn lucky guy, Right Place + Right Time + Right Spawn.

i have bin in eve for pretty long, i never looted missions i never loot empire belts i never loot 0.0 spawns unless they are dead guirista's ( and even they drop crap loot most times! like xl shield booster and 1000DG ammo,named passive hardener or somting useless like that)

As the saying goes "The harder you work the luckier you get" even though I run through 0.0 and clean out most belts and most systems round my home station I've had a few True Sansha bits and pieces best so far is a TS cap recharger. But the best mission loot drop was a LHC and another large HC and a T2 implant from a lvl2 Caldari Navy agent on the retribution mission Nice. But keep on looking and always look for those Dread/Arch/Dark/True etc etc spawns. But don't over look the smaller stuff as again they do drop the good stuff now and again.
So stop reading this and get your buns in your pod and get out there.

Been farming Sanshas in 0.0 for almost a month now, have yet to see a True Sansha spawn or a hauler spawn.
Ive still found nice things like eutectics fb10 parallel links and bartons but still... I want tomsething named! Just once!

Update:
Found a true sansha phantasm and it yielded a sansha microwave m, TS EM hardener and TS Medium Nosferatu...
And then, like a retard, I accidentally recycled the hardener....
