Imo there should be no capitals involved at all. We could have all sorts of fleet doctrines facing off against each other and find out if anybody can come up with a counter to the fabled t3,logi fleet

Rules will enforce themselves because LOADS of space honor is on the line. Also, CCP has been informed, awaiting response. The ship point system will force you to play smart rather then blobovski. Warping out is the same as exploding, except you lose space honor. Maybe a single can, maybe a triangle and you warp in at whatever distance you wish to whatever can! IMO, the arena itself should add another layer of decision making and risk taking. The reason behind this is easy access to HS (to bring in those shiny faction batlteships) + not having to jump through five million gates (especially after Rubicon). Obviously, no upper limit, but I'd like a minimum of 20 moons (just to be safe). Also, no effect!
