No, not at all. He would take a security hit in EMPIRE SPACE. But FD-MLJ is a 0.0 system. You're supposed to do whatever you want without sec-hits there.

According to M0o/Sin they DON'T take sec hits in PF-346(the system next door)!!!

It's a ****** 0.0 system. I killed him anyway, since I have a sec rating I can waste. But honestly CCP, WHAT IS THIS???
The system next door, PF-346 DOESN'T give sec hits. To me, this seems like you've put in sec hits in FD-MLJ just because pirates usually camp there. That's like shooting yourself in the foot. STOP THIS MADNESS.
OR, YOU CAN ALLOW US TO HAVE MORE THAN 3 WARS.

They were complaining about SR hits, so I figured I'd give them something to complain about when they couldn't travel through 1.0 space due to their SR going past -2.5
HAHA, you'll be glad to know: Only one guy (and he's not MASS) got a -2.5 rating. And he managed to go through all the highway systems
