Now to just add my 2 cents to this circle jerk:
There are known names that lead big gangs in militia like the amarr have Almity and Predator Elite
And the minmatar have Praying Mantis01 & Loryanna.
Yet these fleets are rarely open to everyone in the miliita, risking big battleships gangs, capitals or supcaps is just plain stupid to open up for everyone to put cyno's in. Unless your called Igor Sensemann and bash amarr ihubs with titans :P
For me, the fcs that lead the small gangs and medium gangs everyday are the ones that are the most important assets you can have as a corp/alliance. Its them who create content when there is nothing to do, while we wait for a timer to come or cta to form for.
When these guys open up to miliita, thats where the militia benefits greatly.
So as this topic is about the Militia TOP FCs, I think the ones that lead the biggest open militia wide fleets with a good win/lose ratio and a good active reputation have to be taken in consideratio.
Yet this list is hard to collect, all I know from my perspective is that I see people like Maximus Decimal, Odysseus Olacar, Alexis Crane Sharvas and Polska rally the minmatar and create content nearly everyday.
And when we push back, I know it will be them to lead the plexing fleets all day, involving the whole militia
