I've found Capacitor Power Relays (CPR II) to be better than PDS II for maintaining a perma-run XL booster. I can perma-run this setup:
High 6x Arb Cruise 1x Heavy NOS 1x whatever -------------------- Mid Gist C-type XL booster DG Boost Amp 3x Hardeners 1x whatever -------------------- Low 3x BCS II 2x CPR II -------------------- Rigs 3x CCC
The lost shield recharge from dropping the PDS is trivial compared to the booster. With CPRs instead of PDS, I don't need a cap recharger in the mids to perma-run everything. I can use an extra hardener, target painter, or even another boost amp depending on the mission. In the extra high slot I usually put a tractor to help my salvage/loot monkey. If I wanted a second NOS in the highs, I would need a PDS for the grid.
Does need decent cap skills. Energy Systems Operation 5, Energy Management 4, and Shield Compensation 4 should be enough.

See, this is what I don't understand. Why not swap the PDS IIs for CPR IIs. Then you can drop the Cap Recharger and still perma-run everthing. Add a target painter or something to speed up the gank part of it.

The extra shield hp + recharge adds up to like 3 HP/sec, which is trivial. The extra PG is not needed, especially if you are not interested in having 2 NOS (though even those fit if you have AWU 4, but CPU might be a problem). And you get more cap recharge with the CPR instead of PDS (even after accounting for the fact that CPR reduces total cap size).
According to QuickFit, your setup would perma-run just fine (and so would my suggestion to go for 2CPR + no cap recharger). But I only see 792 boost/4 sec, so maybe something is messed up.
Here is another interesting fit: Change out the PDS IIs for CPR IIs, but leave the cap recharger. Instead you can drop one of the CCC rigs and put in a damage-boosting rig. Still plenty of cap recharge to perma-run everything.

Oh I see my mistake now, for some reason I had it in my head that CPR increased cap recharge with a penalty to cap size. But now I see the penalty is to shield boost amount, which is definately more painful. So now it becomes necessary to replace the cap recharger with another boost amp or hardener to recover the lost tank.
I still don't see why you say your setup is not perma-run.

For me, perma-boosting is a safety net. I don't want the lag monster to hit me right when I need to flip on that booster, or a disconnect to happen at an inopportune time (even though you might be able to get a GM to reimburse the latter case, it isn't worth the risk). I also tend to alt-tab over to my looter/salvage monkey during the mission too, and I don't want to alt-tab back to a dead main.
I like being able to click on all my hardeners plus the booster during the warp-in, and know that I am 100% safe as long as I don't screw up the aggro.
