I don't understand why everyone says to keep the local chat channel up at all times when traveling in low sec areas... How do I properly use this technique to my advantage?

Howdy, Well ... My corp are my friends so I already know who they are. Thus I use my address book to store my enemies ... That way whenever I jump into a system or someone jumps into mine a big green dot is beside their name it gives me an instant heads up of an enemy. I punch it for a safe spot, report the enemies presence to alliance chat and we form a gang & go whack em. If local wasn't open all the time I would of been dead numerous times over.

Sorry for the noobness...but exactly how do you tell if they're a pirate? very low (red) security rating?

That's the most obvious warning - but even pirates can have a high security rating with Concord, all that takes is killing NPC rats.
The next thing you want to check is the bio - a lot of times you'll be able to spot suspicious or dangerous people that way. Many people will boast about their kills, others will display their allegiances to known pirate organizations, and you might even be able to spot the sort that kills people for no real reason other than to do it.
If you're still not sure, examine their standings. You can get a good idea who they've made trouble for that way.

No full-time pirate will have high security status. Even ratting in 0.0, it takes weeks of straight ratting to get your sec up to positive levels. -- Proud member of the [23].

A couple weeks into the game, I was blown up by a guy who had a 1.6 security status, and it turns out he was in a small pirate corp. It doesn't take long ratting in high-sec to get to that point, it takes far less time in lowsec. The hit is pretty small if you're not pod-killing people.
If you take it for granted that a high security status means the player is "safe", you do so at your own peril.

In any case, OP - your goal is to read these bios like a detective, which you will get better at fast.
How long they been playing - that'll tell you more or less how dangerous they are for you, how much you better worry.
What have they been doing with themselves in that time?
You'll start to recognize the names of some of the corps, good ones and bad ones, which will tip you off what kind of guy you got here...is this a nice responsible upstanding boring miner or...someone who makes his ISK some other way?
And somebody two days old who has no business in a low security system and belongs to the default corporation is not a good sign...that could be somebody real bad hiding behind an alt account they change every few days, and he could turn into somebody else on you real fast.
And you can look at their standings, like the others said.
But if you have any doubts, assume the worst.

Also if you warping into asteroid belts. Warp in at 100km. Then if you see someone who is also bit far from the asteroids and just sit there not ratting or mining. That is a sign of suspicious behavior.

Aside from what others have said, don't forget that most lowsec is less crowded than highsec; in my preferred hunting spots, I'll only see me and possibly a corpmate most of the time, and if there's half a dozen people then it feels crowded. It's much easier to notice someome arriving/leaving than in Jita or Oursulaert where people will come and go before you can even scroll through the whole list, if you're trying to practice with watching local don't try it somewhere like that.
Don't forget that you can set standings for people and corps, so if you get ganked by someome or recognize a pirate corp, set them to negative standing. My first check on someome is the standings page, if they're negative to me or my corp then I don't need to check further. This also will make their ship show up with a red minus sign in your overview (default settings) so if they warp near you you've got an additional warning.

My mining area right now is in .5 space (been playing for a week) and it isn't to hard to follow local. Just find a semi-secure place off the main routes and you'll notice that there are fewer people in the zone. Yesterday we had only 10-14 people, and rarely did someone else jump in.
Also, a good tip I read earlier, you can use your map to see how many ships had been destroyed in the last hour or 24 hours, as well as how many have been podded in the last 1/24 hours.

In low sec space, LOCAL's utility is unmatched; except maybe for the scanner once you get adept at using it.
Sneaky folks who slink about cannot hide their character from the Local channel.
