Visibility affects the range that your remotely placed buy orders can be filled from. For example Visibility 2 allows you to set the area of effect for your remote buy order to Station, Solar System, 1, 2, 3, 4, or 5 jumps.
Anyone please correct me if I've stated any of this incorrectly...

As I dont have visibility I cant really comment but I can assure you procurement does not work the way you say... unless there is some invisible force at work here.

now what im not understanding here is how my avatar without Procurement is able to set a full regional range buy order. My Alt does indeed have procurement and it works exactly the same way as far as I can tell. I recently set a buy order with full regional range with my avatar that does NOT have procurement and it filled 20 jumps away

Procurement only applies to remote buy orders, which CANNOT BE PLACED AT ALL except at stations where that item is already selling--right click, buy, and then advanced to set the remote buy.
Remote buy orders are bugged atm.

you can also leave one of that item there, put up a sell order, use that to put up a buy order, than cancel.

Syath, visibility ONLY affects procurement. If you don't have procurement, visibility does nothing for you, so don't worry about it.

Undock to easily place remote buy orders. Useful for placing buy orders on your way through a region to somewhere else, too. |

Its not 'bugged' - its always been this way. You should really stop giving advice upon things you've only just found out about yourself. (I saw the other thread too)

What do you mean? There are plenty of things that have been bugged from the start (sovereignty as a great example, or the Gallente Tower silo bonus). Does these mean they're not "bugs"?
I didn't "just find out about this myself." What I found out was the way to bypass the bug. I've known about the bug since day 1. It was not intended that you could not place buy orders outside the same system even with high levels of skill without doing a crappy workaround.

lol so ya i rest my case... procurement does not work past lvl 2, because at lvl 2 you are able to pick a station within a system and set a buy order there.

Finally notice this post from the frequently posting loudmouth above. Isn't it interesting how up until recently he didn't know how to correctly use Procurement despite:
