CCP frowns upon recycling characters to evade the effects of a low security status and it's only right for you to report it if they are recycled. Everyone else has to grind up sec status, tag up or deal with the hassles involved in ganking with outlaw status.

No. It doesn't work that way. People put money on your head because they want you to lose something. And that's rarely only the monetary loss those people are interested in.
Even so there is a problem here. How about non linear penalties to sec status for repeated criminal offenses in highsec in a certain time window?

Want to suicide gank? Pay to shoot. Pay to concord to activate a temporary kill right on your victim, with price determined by value of the victim. And heres the kicker - victim determines his value by paying to concord his own bounty.
So lets say I want to avoid getting ganked, I think Im not worth more then a bil, so I pay to concord my value, 1bn. That expires, like insurance, by the way. Call it suicide insurance, can tie it to clone value.
Anyhow, ganker wants to gank me, he has to now pay to concord a proportion of that value tied to value of my ship or something, and then he can get a kill right on me. Otherwise, cant shoot me in high sec.
This forces gankers to PAY. Ends rampant non-targeted ganking, AND solves isk inflation. Guess who I'm going to gank tomorrow.

One could almost get the impressions that it is just an alt of a certain person.... I guess you know who i mean ;)....
If ccp nerfs suicide ganking again at some point i hope they will nerf it by removing the autopilot. I am sure this would reduce number of autopilot victims by roughly 100% ;). |

You're a wormhole dweller, you're meant to be better than this, you used autopilot, you paid the price for doing so. Go back to your wormhole and HTFU.
Tengus of any flavour have been valid targets for ganking ever since they came out, they're generally fitted with some bling and ganking them gets reactions like your original post.
