When a customs agent scans you and finds drugs, you die. For some reason theyll ask you to hand it over and open fire before you can answer yes or no.
I heard GMs where refusing to refund ships lost to customs, it seems rather odd they still do the pre-rmr popup thing detailing your chance to surrender the drugs so you wont die while just blowing you out of the water anyway...?
Is it a bug and thus will GMs refund ships lost here or is it supposed to be this way? -------

Yes it is a bug. You pay the fine and get your ship blown up.
It happened to 3 of my corpmates. Everyone petitioned it and got refunded.

I was also reimbursed for this a while back. --------------------

The same thing happened to my friend. He forgot he had picked up some drugs on a mission, and then when he jumped thru the gate they owned him. He even had the presence of mind to click yes hoping maybe they would stop firing, but they didn't. As a result, he got two evemails...one letting him know that they had found drugs and the summary response was confiscation, and the other a kill mail letting him know just what the Sarum Family had destroyed when they killed him. He did get his apoc reimbursed however.
So. For now, don't carry drugs at all unless you want to take the risk of forgetting you have them.
