I've heard several comments about the Badger M2 being feared or a force to be reconned with. What makes it such a menacing thing to deter messing with?

It has 4 mid-slots to use ECM or other jamming gear, along with decent shields, more armour and structure than a frigate, less cost than a cruiser and more CPU than you can poke a stick at.

The Badger 2 is what happens when you let the designers of the Blackbird build an indy. 
It's a passable EW ship and cheaper to produce than a Blackbird, and it can also pick up the loot after a battle. I wouldn't call it a ship to be feared, since it still has the low targeting speed (9 seconds base) and number of targets locked (2) as any other indy, but unlike most other indies you can't just ignore it in a fight either. Think of it as a very weak, disposable EW cruiser with no guns.
It's also by far the toughest indy out there. With Caldari Indy skill 5 and Shield Management 5, it actually has 546 shield strength and the cap to run a hardener or two and a shield booster. In theory someone could mount a small clarity ward, 2 hardeners, and 3 afterburners on this sucker without using up a low slot (if they had L5 skills). Add 2 nanofibers for speed, agility, and cargo boost and you've got a heck of a blockade runner...

ummmm... the mk1 have 4 med slots, the mk2 has 6 med slots.
Its can jam like a bb.

as an EW vessel its downside is 2 locked targets only (more then enough come to think of it) and a base 8sec lock time.
Lock time is important in electronic warfare

I think it needs two - what if you were trying to mine and shoot small pirates with your single gun :D :D

You can't - you can only fit either one gun or one mining laser :)
Come to think of it, my Bestower still has an anode electron blaster with 1300 antimatter rounds in it from when they changed the size of ammo. I've never unloaded it :)

If I were to make a badger to be feared, like the ultimate badger m2, what would it be fitted with? like what would my shopping list be if I wanted to make one? ------------------

Yeah but still, add a passive scanner, go to a belt, lock some mining group down and then call in the cavalry for the kill.
