Sounds like all of the 1s in your binary code got stuck together.
Pick up your PC and give it a good shake to lossen them and try again

Other Option i find worked for me was Go to eve/launcher/appdata and delete the Launcher 2.1.8xxxxx and open the launcher v.2.1.613956
This will re-download the launcher.
Problem solved.
Also status of Q is unknown |

Those with broken launcher ( myself included) probably would be compelled to re-install EvE
So would be like the biggest patch ever >6Gb .
or play at the end of the week with the fix :D

There are two ways you can fix the issue:
The problem occured due to an update to a third party library, which pulled in a dependency which had previously been explicitly excluded from the EVE Launcher build. When the version was deployed, it included the updated library, and attempted to pull in the new dependency, which obviously failed.
