If there is no exefile runnning could you guys please provide us with some logs? The launcher logs should be located under launcher/cache in your eve installation folder, and is named something like launcher.2013.11.19.log. If you could please locate that file, paste it's entire contents to pastebin.com and provide us with the link then we can take a look at it and try and help you. OK, so the repair tool can be ignored for this problem, that just as a sidenote.
And to clarify: You saw that there were launcher.exe processes running in the background. You terminated these from the task manager. Then you started eve.exe again? In worst case: Have you tried rebooting your computer before restarting EVE? Sometimes Windows leaks some handles and those rare moments can cause weird issues. The icon is not responsible for switching between DX9 and DX11, the icon is responsible for opening the settings dialog where you can switch. Personally I have no idea if there is another way to switch, sorry.
Also, since the log file says that the settings window opened just fine, the only thing I could imagine would be some esoteric issue with a 3rd party software on your system interfereing with our embedded browser. No problem, sorry for the inconvenience. This looks like the launcher ran without errors, including starting the EVE client and being shut down.
