I'm pretty sure anyone with the will and resources could execute a guerrilla war against Goon POCOs. It's not like their main force is going to abandon null to stop structure bashes all day every day - there's no way they would care that much.
The thing about High-seccers is that there are only two notches on the scale:
Either it's essentially a handout and relatively free, both financially and in terms of effort, or it's basically impossible and "idiotic" to even consider. |
