in the features of one of the patch (cold war if im right) there was mentioned few starbase structures that i wasnt able to find on the market. i asked around and one fellow told he once got a power output boosting structure from an agent as a reward.
do anyone knows exactly how to get thouse structures?
in the features there were mentioned three structures i couldnt find:
shield generator
power boosting
cpu boosting (although noone had ever heard about this one)
is there any other structures not listed in the market?

None of those are ingame. the Small Aux Power Generator you mentioned does not actually add any PG to the POS its anchored at.

only rare POS structure I know of is the Medium Intensive Refining Array, as CCP removed it fromt he market without any patch notes or official response of their action.

i've seen a pos tracking array but that doesn't even show up in the market.

You can still find these on escrow from time to time.
There are a few people that were lucky enough to get them before they were taken off the market.

The reason it's not usually seen on the market is because it's sold by NPC's in Outer Ring.
Someone could probably make some isk by bringing these to some of the larger trade hubs for sale. It's somewhat risky going to Outer Ring these days though.

If you want medium intensive refining arrays off market right click a medium intensive refining array and go to view market details. You will then be able to buy them off NPC corps for 42.5 mill.

Besides if that were true, you'd still have to buy one of the moderately priced ones on escrow to be able to do it.
