CCP Veritas posted in another thread that this was indeed a server issue and it's being looked into.

If it's not possible to do these kinds of fights in EVE then the entire concept of EVE null isn't worth anything. So by complaining about it we are trying to make ccp better things which actually are broken since the beginning. maybe put all efforts to make eve 'multi threaded' in stead of making expansions with new content

Yet I wonder how much server load is generated when 1000 people try to fetch the bounties and killrights of 999 other people each.
