Yes it is factional standing.
There are 3 agents per race so every race has the option to do it and get 2 run navy frig (not sure on standing) 2 run navy cruiser (9.2 standing) 2 run navy battleship (9.8 i believe)

For each race the 3 will be in the same system, just convo them to find out which system.
From the export I also found some other factions which have similar agents, but on single ones. I can't confirm if you get similar offers though, they might be for something different but i'm sure someone will know

I went over to the system with the Gallente agents and tried this.
There are 3 agents at the gate.
1 in a frig, 1 in a cruiser and 1 in a bs.
They give out a 1 run bpc of the shipclass they are in.
The Bs guy didn't want to talk to me even though i have 9.80 standing (9.84 effective)
so it's probably rounded up to 9.8 and i have 9.7999 
On my way just as we speak to collect the tags for the Navy Vexor.
NOOOO don't tell they changed it to 1 runs...
