Questions are a good way to learn, but experiencing it is better :)

1. Of Railguns.... I asked last time about the effectiveness of rails and got some feedback, but that most people preferred blasters. I've also heard it said that Caldari ships are the rail ships, while Gallente are blaster-and-drone vessels. Is there in fact a rail-favoring ship that is clearly such? I've heard some people say that there simply IS no rail-boat, at least for Gallente. Is there a future in rails, or is long range combat simply the province of missiles? It seems like you could counter someone (or in my case, some NPC) by using "keep at range" and activating Afterburners yourself. Yes? No? I know I can find useful information on how to be a close-range blaster, but where can I find useful information on being a railer?
Any gallente ship that can use blasters can use rails decently too. They are both hybrid weapons. The guns you choose will dictate the range you engage at. with rails try to stick with longer range ammo like iridium and stick at your optimal using an ab. Missles are actually horrible as long range weapons due to the travel time.

2. Of Chosen Weapons... I've seen this come up a few times on the boards recently. Is there weapon specialization? I've never bumped into the skills. How do such skills work? Size-and-type specific, type specific, or some other more particular method? If you choose one, can you choose another later and train up in that as well?
Yes, but you should'nt worry about this now. You can eventually learn skills like 'small railgun specilization' that lets you use tech 2 small railguns and gain bonuses with them. You can train any amount of specs you want as long as you have the patience to do so.

3. Droning on about drones... In my time as a Gallente Tristan Frigate pilot, and now a Gallente Catalyst Destroyer, I've never had much capacity for drones, and I've never bothered to use them. It seems like they're fairly easily destroyed (at least from the Rogue Drone Infestation missions) and so you have to constantly hunt down replacements. Are they worth the trouble for "Fighter" pilots? I understand their appeal to miners who want to solo, but I rarely run into anything I can't just lay into with four or six guns on my Destroyer. What's the appeal? Is this something that will become useful later on, or strictly a stylistic thing?
Drones are awesome. My gallente char is a drone specialist. But you really need the skills invested in them to work well. The key part is to make sure the rats are aggroed onto you first ( they all have the flashing red targeting box in the overview ) and then launch your drones and give them the order to engage.

4. Nationalism in Ship Training? It seems like some pilots train "across the races" in their ship usage, something I haven't even considered yet. Should a Gallente pilot seriously consider this (bearing in mind that, for a time at least, I am strictly PvE) or am I safe sticking with my Gallente craft? How many people are conversant in Battleships across several races?
It doesnt take that long to go from nothing to being able to pilot another races battleships. 2 weeks at most with decent skills. So go ahead and try them all if you want.

5. Rat-Specific Shielding? I've heard people repeatedly mention skewing their defenses in a rat-specific manner over in the missions forum, but it's never mentioned exactly what that skew is. Anti-explosive? Anti-kinetic? Anti-EM? What do most rats use? Since I'm in a destroyer, should I be favoring anti-explosive since I don't have much in the way of missile defenses?

Different rats do different damage types. check out this
