I've got Electronics and Engineering to 4. I'm working on Weapons Upgrade to get Advanced Weapons Upgrade to further lower PG and CPU costs of weapons.
Are there other skills I'm forgetting that either increases PG/CPU or lowers the cost of PG/CPU?
I'm have a hard time trying to fit all 5 heavy launchers with normal pvp mods in mid.
Edit: Forgot to mention that I'm having a hard time fitting 5x heavy launchers on my CARACAL. I might just have to take off 1 BCU and put a MAPC or something.

Nope.
There are implants that lower cpu use of weapons, but none for pg.

Electronics upgrades and another corresponding Engineering one lowers the CPU/PG req's of certain mods that increase CPU and PG.
Other than those, that's about it.

Engineering 5 makes a big difference in my opinion so train that as soon as you can too.

Oh yeah, forgot about that. You can lower the cpu use of power managers (cap relays, rcu's, pdu's) and the pg use of "shield upgrades" (extenders, maybe some other mods too) with skills as well.
And I agree that engineering @ 5 is very nice.

MAPC's are only useful on frigates, on a Caracal a RCU would give 5x more powergrid then an MAPC would.
