i've always liked adding a bit of a storyline/rp perspective to the overcrowding issue in jita and the other hubs.
make it that concord have a finite level of resource and once the population in a system exceeds a certain level then they cannot guarantee the safety of players.
this could mean slower response times or even a temporary reduction in sec status. maybe make it that they only guarantee protection near gates and stations during these periods but in asteroid belts they have to remove cover. -

A great alternative would be to make a way of bypassing Jita. Right now it often feels that all roads lead to Jita.
As for people who live there, well just seems silly, why live in lagsville? _______

It's a little like living in New York and London as opposed to a small village in the countryside.
If you live in the big cities you have to live with congestion and lots of people and even more waiting when travelling.
If you live in the countryside, you don't get as many people around and therefore no congestion, but usually your income isn't as high.
So people who wan't to live in big cities.... well, there's nothing we can do about it, besides tearing the whole thing apart and spread people over a larger area?

Related to the above, when the new gates were added around Rens. Why no bypass route. Lustrevik<>Sasta might be nice for instance

Maybe starlanes should be rerouted so that the new hotspots are created in systems with just 1 station, no good agents and no belts? The problem with Jita is that there is too much content for permanent residents in there in addition to the immense amount of temporary travel and trade residents... Alternatively, simply move the stations, belts and agents out of Jita!

Perhaps removing the over-mined asteroids from the Jita system will force macro'ers and miners to flock to some other system instead.
Besides, the Jita market is f'ed up. Who the hell is buying interceptors for 20mil and pushing prices up, I want to know. -------------------------------

Perhaps if we cross paths you can give me a lesson on being irresponsible and I can give you some pointers on how best to mount a logical argument in a non hostile way?

Rental fees.
Normally in heavy populated areas, taxes and rental fees increase. Thus, people move out. If CCP really wants to get people to leave, they just need to make it expensive to operate out of jita.
Charge parking fees for over 30mins.

Jita always used to be busy, but got a lot worse when Yulai (aka Yu-lag) became disconnected from the main traderoutes. Nerf Jita and people will just move on to somewhere else.
Jita's problems began when the superhighways were nerfed. Travelling between the regions became harder, so traders moved closer together. Yulai is not the only trade centre that has become a shadow of its former glory... look at Pator, Tash Murkon Prime etc. The original intention for nerfing the superhighways was to prod people to move into 0.0 (hence Exodus?) but the player driven workaround resulted in an exodus to Jita! Not only does this create lag, but it also creates almost a single market economy in EVE - gone are the days when most people used to ply the different regions to compare prices, or hunt down a rare module or ship. Just go to Jita and get everything there.
I reckon CCP should re-introduce superhighways, but in a way that doesn't force everyone down the same pipe, this will re-open trade centres in other regions, make trading more interesting again, and ease the pressure on Jita.

Personally, I've moved all products that I sell out of the hub systems to systems 1 or 2 jumps away within the same regions. This is both for my own sanity and for my customers. I can't imagine why anyone would want to spend their entire EVE life in such systems, or even go there at all. I know that people that actually play the game rather than using it as a glorified chat room will appreciate not having to go to these lag-infested hub systems to aquire products at decent prices. Sure you may not sell things quite as quickly, but that is a good tradeoff in my opinion. After struggling through the logistics, the lag, crashes and freezes of trying to move everything it's nice to know I'll never have to step foot in there again... ---------------
