are EOM shield tankers?
a caldari/amarr ship that doesn't shoot lasers or missiles would troll caldari/amarr RPers pretty hard. I like it.
Nix the shield resistance bonus.
with optimal and falloff bonuses, this thing plus null would work a lot like scorch megapulse battleships i think, except more awesome because blasters. "CCP is changing policy, and has asked that we discontinue the bonus credit program after November 7th. So until then, enjoy a super-bonus of 1B Blink Credit for each 60-day GTC you buy!"

I'm not sure if you've ever done the "Gone Berserk" missions (especially Lv4 where the best-looking ships are found) but Equilibrium of Mankind are active shield tankers with railguns who fly black amarr hulls with blue accents. Given that Railguns are technically more Caldari than Gallente (as is shield tanking), Caldari/Amarr actually makes perfect sense and has been suggested before. Maybe a bonus to shield boosting rather than a shield resist bonus.
I think I did one a few weeks ago, and as far as I could tell I was shooting untanked red crosses that may or may not have been shooting back.
If you want them to be specifically rail-gunny then that pretty much begs for optimal and tracking. I only mentioned blasters because having a dual range bonus with large null blasters would be pretty ridiculous. I still say lose the resistance bonus, although boost+tracking would still be pretty strong.
Although, judging from an NPC database, it seems a lot of their ships primarily use kinetic missiles. Maybe give them a split weapon system (5/5) with a kinetic-specific bonus (why don't any BS have kinetic bonuses???). fine, but its still wrong to call them min/gal. They use hybrid turrets, they have magnetometric sensors, that makes em gal/min.
And you know what I think? I think that flavor text is simply incorrect. The ships are definitely engineered and produced by serpentis, and only flown by the guardian angels.
